Housing Stability & Tenant Protections

The Displacement Avoidance Plan (DAP), led by KDI, the City of Coachella, and partners, helps residents and small businesses stay in their neighborhoods. KDI is a mission-driven organization committed to building a just and inclusive community through design, planning, advocacy, and policy change.

The DAP combines education, advocacy, and community engagement to help residents and small businesses remain in place and build a stronger, more resilient neighborhood. The DAP will identify displacement risks in the project area and recommend new and improved policies or programs to protect business owners and residents, allowing them to enjoy the benefits of the Coachella Prospera projects.

What Is Displacement?

Displacement happens when people or businesses move
against their will
. Reasons could be eviction, foreclosure,
demolition, rising rents or costs, climate disasters,
redevelopment, and landlord harassment or negligence.


What Is the Solution?

Strategies for slowing down displacement include creating
renter and tenant protections, building more housing, preserving
and upgrading housing, providing financial support for small businesses, and more.
